Energy conservation update

The development of standardized energy conserving building codes for use by local governments is discussed. The Building Officials Conference of America (BOCA) in 1976 adopted provisions based on ASHRAE Standard 90-75 which can be incorporated into building codes. The Board of Coordination of the Model Codes (BCMC) studied ASHRAE 90-75 and recommended building code provisions for all model codes in 1976. The National Conference of States on Building Codes and Standards formulated an energy conservation code for new building construction and related training materials for use by state and local building officials. Four levels of training materials were developed for educating public administrators, building inspectors, and plan reviewers. The Energy Conservation and Production Act mandated that HUD assess the amount of energy buildings are currently designed to use and the reduced amount of energy buildings could be designed to use, HUD will also development trial standards based on these assessments which will be tested and evaluated. The resulting Building Energy Performance Standards established by HUD will set an energy standard for every building and the building must be designed to comply with this standard. About 20 states have or are in the process of adopting a statewide energy code based on developed codes.
