Status, role of environmental impact assessment during economic construction

This paper discusses the status and role of the regulations on environmental impact assessment during economic construction in China. In 1973 China established national and regional organs of environmental management, and issued rules and regulations. China's goal is to quadruple the total industrial and agricultural output value and improve living conditions by the end of the century. The fundamental policy will be based on putting prevention first, combining prevention and control, and comprehensive treatment. The Environmental Protection Law of China, issued in 1979, stipulates that an environmental impact statement must be made prior to any new construction. All enterprises and institutions are required to prevent the pollution and destruction of the environment during the selection of sites, design, construction and production. Environmental impact statements, which apply to individual construction projects, urban development and regional development, are to contain a general description of the project, the possible impacts on the surrounding environment, the possible impacts on the social environment, proposed alternatives, and proposed remedial measures.
