A fundamental premise of the Nuclear Regulatory Commission's (NRD) nuclear facility licensing and inspection program is that a licensee is responsible for the proper construction and safe operation of nuclear power plants. The total government-industry system for the inspection of nuclear facilities has been designed to provide for multiple levels of inspection and verification. Licensees, contractors and vendors each participate in a quality verification process in accordance with requirements prescribed by, or consistent with, NRC rules and regulations. The NRC inspects to determine whether its requirements are being met by a licensee and his contractors, while the great bulk of the inspection activity is performed by the industry within the framework of sequential, ongoing quality verification programs. In implementing this multilayered approach, a licensee is responsible for developing a detailed quality assurance plan as part of his license application. This plan includes the quality assurance programs of the licensee's contractors and vendors. The NRC reviews the licensee's and contractor's quality assurance plans to determine that implementation of the proposed quality assurance program would be satisfactory and responsive to NRC regulations. The report contains, findings of these reviews.
