TVA's genesis and legacy

The 50th anniversary of the Tennessee Valley Authority Act recalls its contributions to the conservation ethic, the concept of multiple-use rivers, and is place as a model for other river-basin developments. A 10-year debate preceded the Act's passage, however, as Congress argued over conflicts with the National Defense Act and the Muscle Shoals facilities until Senator Norris related the problem to the Tennessee River proposals. The author reviews the beginnings and early days as the construction began, the Dixon-Yates 1953 effort to reinject private power failed, and environmental problems emerged. While the agency has not met all of Roosevelt's goals, TVA has exceeded the mission defined by Senator Norris. (DCK)
