Regulatory lag: everyone loses

The purpose of this article is to demonstrate the effects of regulatory lag on consumers and investors. The article suggests that regulatory lag induces inefficient behavior on the part of utility management. The inefficient behavior is caused by management's desire to protect investors, but comes at the expense of consumers who must bear the ultimate cost. The article concludes that the elimination of regulatory lag is in everyone's best interests. 2 references, 3 figures, 1 table.
