A draft environmental impact statement (EPA No. 820519D) describes the effects of a proposal to lease 832.8 million tons of federal coal for mining in the Fort Union Coal Region of Montana and North Dakota. The mined coal would fuel four power plants and go to a gasification plant and three indirect liquefaction plants. Positive impacts would be the fuel and raw material additions and employment for construction and mining activities. Negative impacts would include a loss of air quality, farmland, and wildlife habitat, as well as to some cultural resources. The influx of new workers and their families would strain social and economic infrastructures. The Surface Mining Control and Reclamation Act of 1977 requires the impact statement.
