Title: Rural cooperatives: Information on two rural electrification administration proposals

Abstract

In response to the Rural Electrification Administration's proposal to eliminate its engineering standards divisions, GAO found that (1) the advantages of retaining REA's technical standards-setting functions far exceed the disadvantages; (2) adopting and applying industry standards would not be an acceptable alternative to REA's standards; (3) it would be impractical for REA to impose a fee to all users of its engineering standards but a fee charged to the cooperatives, as a percent of the loans they receive, appears practical; (4) abolishing all technical standards would have an adverse effect on REA's program to assist rural utilities; and (5) approved staffing pattern for both standards divisions stayed at the same level from FY 1983 to FY 1985. GAO also responded to REA's proposal to revise its criteria for loans and advances.

  • Congressman George Hansen asked GAO to examine the roles of the Bonneville Power Administration and the Rural Electrification Administration in development and termination of Washington Public Power Supply System Plants 4 and 5.   • The coal requirements of Generation and Transmission (G and T) rural electric cooperatives are expected to increase by an order of magnitude over the next 20 years. This report provides perspective and an analytic framework for G and T cooperatives to evaluate their individual coal procurement options. It identifies promising coal supply regions and key coal procurement issues, and evaluates alternative types of coal procurement strategies for rural electric G and T cooperatives. Among the topics discussed are economic considerations in the choice of coal-type and supply region, economies of scale, alternative relationships with coal suppliers (e.g., spot purchases, contractsmore » and captive operations), financing coal development, coal purchase contract terms, federal coal leasing, coal transportation, and the impacts of air quality regulations.« less
  • The study concludes that while the diversification into nonutility activities by the Rural Electric Cooperatives and the Rural Telephone Cooperatives has been expanding, the regulatory activities by the Rural Electrification Administration and the state public utility commissions have been inadequate to guard against cross-subsidization. In fact, there generally exist no data to identify and investigate illegal cross-subsidization activities of cooperatives. Increasing the regulatory functions of state public utility commissions and the REA was recommended.
  • In these case studies, analysts successfully applied explanatory and end-use forecasting models to predict residential electricity sales for four rural electric cooperatives. The test cases provide real-world demonstrations of the steps recommended for developing load forecasts for small utilities.
  • These guidelines were designed to assist National Rural Electric Cooperative Association staff and consultants involved in the implementation of Sections 201 and 210 of the Public Utilities Regulatory Policies Act (PURPA). The guidelines were structured to meet anticipated use as: a self-contained legal, technical and economic reference manual helpful in dealing with small power producers and cogenerators; a roadmap through some of the less obvious obstacles encountered by utilities interacting with small power producers and cogenerators; a starting point for those utilities who have not yet formulated specific policies and procedures, nor developed rates for purchasing power from small powermore » producers and cogenerators; a discussion vehicle to highlight key issues and increase understanding in workshop presentations to rural electric cooperatives; and an evolutionary tool which can be updated to reflect changes in the law as they occur. The chapters in these Guidelines contain both summary information, such as compliance checklists, and detailed information, such as cost rate calculations, on regulatory requirements, operational considerations, and rate considerations.
