Title: Rebirth of the Mexican petroleum industry: developmental directions and policy implications

The book contributes to the study of politics centering on a description and analysis of the foreign and domestic policy and political implications of the rebirth of the Mexican petroleum industry. Chapters 3 and 4 are basically descriptive, with some analytical emphasis, and chapter 5 reverses the focus, concentrating on analysis and speculation by way of complementing the previous discussion. The most important (an intriguing) focus in the foreign policy discussion looks to the role of the new oil in the nexus of relations between Mexico and the United States. On the domestic scene, the developing political, economic, and social roles of Petroleos Mexicanos are featured in the description and analysis of the internal policy scenario influenced by the new oil. As a secondary contribution, chapter 2 and the Exports section of chapter 3 bring together and explicate an array of fugitive facts, figures, and data on the rebirth of the Mexican petroleum industry. The discrete parts of that effort are in no way original, but the whole does make some claim to significance. The entire picture has not yet been presented as one piece. In addition to its peculiar profit as a compilation of factual data, it also serves to provide an introduction to and background for the policy and political analyses. In the area of broader socioeconomic and political implications of the reborn oil industry, moreover, events and changes have been set off, but they have not crystallized in a form clear energy to warrant definitive prediction. In sum, the scenario is clouded by official secrecy and obscured by the dynamic quality of a rapidly changing situation still in confusing motion.
