An amendment of H.R. 3800 strikes out subsections (g)(1), (2), and 161(b) of the proposed legislation, which amends the Energy Policy and Conservation Act to require a test drawdown and distribution of the Strategic Petroleum Reserve (SPR) to ensure that the procedures will be reliable in the event of an emergency. The amended bill also establishes feasibility studies of programs to exchange financing security to other countries to purchase US exports in exchange for crude oil supplies, of storing the SPR in private storage facilities, and of the relative merits of the SPR and the Synthetic Fuels Corporation. The amended bill was committed to the Committee of the Whole House of the Nineth-Eighth Congress.
