EPA's national performance audit program for ambient air pollution measurements

With the implementation of the nation's Clean Air Act, the EPA assumed some responsibilities for the quality of air pollution measurements made throughout the nation. EPA's quality assurance responsibilities were delegated internally to the Office of Research and Development, and in turn, specifically for air measurements to the Environmental Monitoring Systems Laboratory (EMSL) at Research Triangle Park (RTP), North Carolina. As a part of the Quality Assurance program, the EMSL developed a performance audit program to provide an independent assessment of the quality of air pollution measurements made throughout the nation. In addition to enabling an assessment by EPA, the program provides valuable feedback information and impetus for the individual participating agencies to improve the accuracy of their measurement systems. EPA has published consolidated annual reports of the results of the audits conducted since 1975. Prior to that time, separate reports for each individual audit were prepared for internal EPA use and for distribution to participants. Other reports have summarized selected audits. This report summarizes all of the performance audits conducted by EPA, beginning in 1972 and continuing through the audits of 1980. 11 references, 8 figures, 9 tables.
