The final environmental impact statement (EPA No. 850411F) on a proposal to permit a surface coal mine at the La Plata Mine in New Mexico assesses the effect of construction and operation of the mine, which would peak at four million tons per year after 20 years. Mining activities would contribute 70 million short tons of low-sulfur subbituminous coal over a 32-year period. The operation would employ 760 workers and earn over $16 million. The project would also disturb 1643 acres of livestock range and wildlife habitat which could not be completely restored by reclamation. Ground water would deteriorate, and there would be problems with visual and noise disturbances. The Mineral Leasing Act of 1920 and Surface Mining Control and Reclamation Act of 1977 require the impact statement.
