The 25-acre Eastern Diversified Metals site is a former metal processing plant located in a sparsely populated area in Rush Township, Schuylkill County, Pennsylvania. An estimated 150 million pounds of waste insulation material, or fluff, was disposed onsite in a swale behind the plant. This fluff, which contains polyvinyl chloride, polyethylene insulation chips, fibrous material, paper, soil, and metals, is contained in a 7.5-acre pile onsite. The ROD addresses a final remedy for the remainder of the fluff onsite. The primary contaminants of concern for leaching from the fluff are organics, including dioxin and PCBs; and metals, including lead.
