On February 27, 1990, standards for benzene were promulgated for benzene transfer and benzene waste operations. The benzene enabling document summarizes these standards. The basic purpose of the document is to assist the EPA regional enforcement personnel in the understanding of these regulations and the implementation plan for benzene NESHAPs. Flow diagrams that can assist in the determination of the applicability of the standards to the sources and example forms to be filled out by the waste operations listing stream characteristics are also included.
