Cleaning up the Clean Air Act: two views

The positions of the National Clean Air Coalition (NCAC), composed of organizations and individuals concerned about the environment and public health, and the National Environmental Development Association (NEDA), made up of major corporations, are juxtaposed for comparison. The NCAC opposes weakening the Clean Air Act standards and any regulatory shift from an independent government agency to an industrial organization. It also opposes eliminating attainment deadlines and argues for retaining the Lowest Achievable Emission Rate, the offset policy, and the use of federal funds for some cleanup. It supports an acid rain control program and urges simplifying the Prevention of Significant Deterioration (PSD) program. NEDA and the Association of Clean Air Act Project (CAAP) address the effectiveness and the economic impact of air quality regulations in an effort to defuse some of the controversy and protect the basic structure of the Act. NEDA/CAAP would limit the PSD increment to pristine areas, extend compliance deadlines, eliminate the offset requirement, and take other steps to simplify programs.
