Better oversight needed for safety and health activities at DOE's nuclear facilities

Major changes are required in the safety and health oversight program at the Department of Energy's (DOE's) contractor-operated nuclear facilities to ensure that safety, health, and environmental standards are met. This responsibility falls to the operating contractors, which are also responsible for meeting production or program objectives. As a result, safety and health concerns must often compete with program goals. GAO recommends a major reorganization of DOE's safety and health program as well as other actions to correct program deficiencies. GAO also suggests that the Congress consider legislation to require the Nuclear Regulatory Commission to review the safety of several DOE nuclear facilities.
