Nuclear weapons in the 1980s: implications of theater nuclear weapons in Europe

Military and political problems that have arisen since intercontinental ballistic and sea-based missiles no longer require European theater basing center on the requirement of central versus extended deterrence; i.e., whether the US will separate its security from that of Europe. The issue is examined in five parts: (1) the military and political background of the 1979 decision on theater nuclear weapons; (2) the procedure implied by the decision on the procurement of the new systems and on the accompanying arms control proposal; (3) the problems raised by the implementation of the program for political cohesion in the Atlantic Alliance; (4) the possibilities for arms control; and (5) the major consequences for the future. 12 references.
