Wetlands policy began to change with the modern environmental movement: the pivotal change came in 1977 in an executive order by President Carter granting protection to wetlands. The Reagan administration inadvertently advanced the theme, Goldstein says, by reducing subsidies and expenditures for conversion. The no-net-loss theme came from a National Wetlands Policy Forum convened by then-EPA Administrator Lee Thomas in 1987, he recalls. The idea found its way into the Bush campaign and was announced as an administration goal in Bush's first address to Congress. Despite the announcement, however, several controversies remain, Goldstein notes. How do you define wetlands and no-net-loss How is mitigation to be implemented If a landowner is denied a permit to develop his wetland, should he be compensated We are a long way from no-net-loss, Goldstein says. There are rocks ahead, and the road is not straight.
