Implications of new regulations dealing with hazardous materials

Conference ·
OSTI ID:5918340

Various laws and regulations dealing with hazardous/radioactive materials must be followed in developing and implementing adequate training programs for DOE facilities to comply with the Resource Conservation and Recovery Act (RCRA), the Superfund Amendments and Reauthorization Act (SARA), Hazard Communication (HAZCOM), substance-specific regulations, and Department of Transportation (DOT) regulations. These laws and regulations require training for all individuals working with hazardous/radioactive materials. Facilities that are involved in the generation, storage, treatment, transportation, or disposal/removal of hazardous materials/waste must comply with all relevant training regulations. Using the guidelines contained in EPA, OSHA, DOT, and DOE regulations, decisions must be made to determine: if regulatory compliance is required based on facility function; the type of training required for specific categories of workers; and the level of training needed for each category of worker. This report outlines how the Environmental Compliance and Health Protection Technical Resources and Training Program, working with other ORNL groups in environmental compliance, health protection, and waste operations, establishes specific training requirements to comply with pertinent EPA, OSHA, DOT, and DOE regulations. 3 tabs.
