The test methods, the equipment, and the standards of reference have been provided. It remains to develop the testing experience to implement the new concepts of measurement for low density insulating materials. In advancing the art of measurement, the technical community has demonstrated its ability to adapt to new concepts. Under the auspices of ASTM, technologists, producers of insulation and of test equipment, user agencies, and government laboratories cooperated to implement a new concept for the evaluation of thermal insulation performance. The progress which has been achieved is the result of a cooperative effort by the membership of C16.30. C 177 and C 518, currently being revised and updated by task forces of C16.30, have placed the subcommittee in a worldwide leadership position. Big steps have been taken, but we must remember that major conceptual changes of this type create confusion until they are understood and accepted by all. It is only after sufficient experience in testing under these new conditions with the proper reference specimens from an accreditated source that we can technically justify full implementation of the new test methods.
