This hearing related to problems involved in the management and disposal of hazardous wastes. EPA was given four years to establish a regulatory scheme for hazardous waste management. Disposal of hazardous wastes by land injection into deep wells, and high-temperature burning were discussed. A shortage of legal dump sites created problems. This hearing proved the regulations were not complete; however, they are an improvement. The regulations included: proper labeling and storage of hazardous wastes, proper transportation and manifesting of wastes; recordkeeping and reporting requirements; wastes analysis; ground-water monitoring; inspection monitoring, training, maintenance at storage, treatment and disposal facilities.
