Securities and Exchange Commission's regulation of public utility holding companies: an evaluation of Commission comments on a critical report
A report entitled: The Force of the Public Utility Holding Company Act Has Been Greatly Reduced By Changes in the Securities and Exchange Commission's Enforcement Policies, was issued June 20, 1977 by the GAO. The report raised questions concerning the narrowness of the Commission's administration of a statute which the Congress had intended to be wide-ranging and pervasive. On June 30, 1977, the Securities and Exchange Commission issued comments rejecting all of the reports recommendations. This report summarizes the findings of GAO's earlier report. GAO's evaluation of the Commission comments is presented in Appendix I and the Commission's comments are presented in Appendix II.
