The bill would amend the Atomic Energy Act of 1954 to clarify the power of state and local governments to regulate the disposal of low-level radioactive material that is not otherwise regulated by the Nuclear Regulatory Commission. The bill states that no Federal provision or law may be construed to deny or limit the power of any state, or subdivision of that state, to regulate the disposal of radioactive material on the basis of the concentration or quantity of radionuclides.
