These proceedings contain the two keynote and 24 scientific and technical papers presented at the symposium, together with a written discussion of each paper. By intent, attendance at the symposium was limited to approximately 100 engineers and scientists having research and practical interests directly related to the symposium subject. In consequence of the focused interests of the participants, and the relevance of the symposium subject to environmental protection, discussion and debate were vigorous. Following the presentation of papers and invited discussions, the symposium participants divided into four theme groups to explore the state of the art, and define research needs. A summary of this effort is included in these proceedings.
