The saturation level for the kinetic electron cyclotron instability of a plasma with a transverse current is derived from the theory of weak turbulence. When T/sub i/>T/sub e/ the primary saturation mechansim for this instability is the induced scattering of waves by free electrons. In the case T/sub i/approx.T/sub e/ another important mechanism is the broadening of the cyclotron resonances which results from a random walk of the electrons perpendicular to the magnetic field under the influence of the turbulent electric fields of the electron cyclotron waves. The rate of turbulent heating of the ions as a result of the Cerenkov interaction with electron cyclotron waves is derived, as is the rate at which electrons are heated through stochastic acceleration in the electric field of these waves.
