The US Environmental Protection Agency proposed on January 3 to restrict the land disposal of 72 hazardous wastes. The proposal is another in a series of regulations restricting the land disposal of most hazardous wastes. Under the Resource Conservation and Recovery Act (RCRA), the federal hazardous waste law, most of the nearly 450 regulated hazardous wastes ultimately will be banned from disposal on land by 1990 unless they are treated first. After treatment, only the treatment residues will be allowed to go to hazardous waste land-disposal facilities. EPA has already banned the land disposal of 62 wastes, including the most toxic and voluminous wastes. RCRA gives EPA the authority to grant extensions of up to two years if treatment capacity is not immediately available.
