Emerging policy issues in PURPA implementation: an examination of policy issues related to federal and state efforts to encourage development of cogeneration and small power production under Title II of PURPA
Purpose of this study is to examine the results of FERG and state efforts to encourage the development of cogeneration and small power production under Title II of the Public Utility Regualtory Policies Act of 1978 (PURPA) in the years since the statute was enacted. The frame of reference specified by DOE for use in this study includes both the original purposes of the legislation as set forth in PURPA and the current overall energy policy goal which is to ''foster an adequate supply of energy at reasonable costs.'' This review of PURPA implementation efforts is designed to assess the results to date in terms of achieving the stated goals of the statute (including ''to encourage cogeneration and small power production''), identify perceived areas of conflict between federal and state efforts to maximize development of qualifying facilities (QFs) and current Administration concerns for achieving greater levels of economic efficiency in electric power supply, briefly examine the nature of such conflicts, with reference to specific cases wherever possible, and suggest possible means of conforming government efforts to encourage QF development with the economic efficiency objectives underlying national energy policy.
