A process is described of making a porous carbonate, containing structure for use in a molten carbonate fuel cell, comprising preparaing a suitable porous structure having therein a metal salt selected from the alkali metals and the alkaline earth metals or mixtures thereof wherein at least a portion of the salt is a monobasic organic acid salt, and converting the monobasic acid salt to the carbonate in situ.
