Acid rain: sharing the cost

With each new report of acid rain damage in the northeastern, and more recently, southeastern United States, calls for government action increase. Although numerous scientific uncertainties remain concerning the exact mechanisms and effects of acid rain, the overriding political issue is not so much whether to control as who will pay the cleanup costs. This argument has pitted region against region - indeed, it has forged new political alliances among the states - and stalled any action in the 98th Congress. In this essay, Sununu examines the environmental, economic, and political geography of acid rain: who stands to gain and lose from control legislation, and which regions will control the votes. He ends by describing the compromises that may have to be struck if any agreement is to be reached on acid rain control. 4 figures.
