The author criticizes Federal energy policy which has resulted in an increased dependence on imported oil since the 1973 Arab oil embargo. Because of price controls, he alleges, domestic oil companies are not receiving the replacement value of their oil and are, therefore, drawing down their petroleum reserves instead of exploring for new oil. The new oil will be more expensive, requiring enhanced-recovery methods. Marathon Oil Company's Maraflood oil recovery process, briefly described here, is one of the new methods in enhanced-oil-recovery technology.
