This report discusses the government's activities to contract for Strategic Petroleum Reserve (SPR) oil as of September 29, 1981. It also discusses the volume of oil delivered to the Department of Energy's (DOE's) SPR storage facilities and the status of these facilities as of September 21, 1981. The report is based on a review of DOE and Defense Fuel Supply Center (DFSC) program documents, and of publications and studies related to the program. Officials in DOE and DFSC were interviewed. Neither the available capacity of SPR storage facilities nor the volume of oil received by DOE have been verified.
