This act attempts to establish a national energy strategy that reflects concern for the global environmental consequences of current trends in atmospheric concentrations of greenhouse gases, and for other purposes. Goals of the act are: (1) identify an appropriate mix of sources (and policies) to stabilize the generation of CO{sub 2} and other greenhouse gases; (2) assess feasibility of further limiting CO{sub 2} and other gases not controlled by the 1987 Montreal Protocol; (3) investigate feasibility and economic, energy, social, and environmental implications of achieving a 20% reduction in CO{sub 2} by 2005 as recommended by the 1988 Toronto Conference; (4) implications of stabilizing CO{sub 2} emissions by 2005; and (5) implications of all the above in order for the US to comply with any obligations under an international global climate change framework convention or agreement. Initiatives (Energy Policy, Energy Efficiency, and Energy R and D) are outlined briefly, as well as Miscellaneous e.g., methane assessment and fuel cycle costs analysis. Finally, Natural Resource Policy is described briefly.
