This document announces the conclusions of the EPA evaluation of the 'FUEL-MAX' device under provisions of section 511 of the Motor Vehicle Information and Cost Savings Act. On January 18, 1980, the EPA received a request from FIDCO, Fuel Injection Development Corporation, for evaluation of a fuel saving device termed 'FUEL-MAX'. This device is an air bleed device that replaces the EGR valve. It is claimed to conserve fuel. The purpose of the EGR system is to control oxides of nitrogen (NOx). Removal of the EGR valve to install the 'FUEL-MAX' disables the EGR system and would be expected to result in a large increase in NOx emissions. Test data submittted by the applicant confirmed this prediction as well as indicating that 'FUEL-MAX' might improve fuel economy. Although the data did not adequately quantify the amount of this improvement, EPA chose to conduct confirmatory testing.
