This report provides the reader with an insight on information collected and applied through the interview process developing state and local Emergency Operations Plans over a seven-year period within FEMA's Region X. The report will show the transition from Nuclear Civil Protection (Crisis Relocation) plans to Integrated Emergency Management plans. The contractor conducted over 200 interviews of private, public, and quasi-public agencies. This document takes the cumulative information from the interviews and categorizes it according to functional areas and by public or provide sector. The interviews documented in the report show the change in emergency management over the past seven years. This change can be attributed to (1) an increased emphasis on all-hazard planning, (2) younger, more aggressive and qualified directors with planning and management backgrounds, (3) the upgrading of the position of Emergency Manager to department status, (4) increased involvement of public safety agencies such as police and fire, (5) better public information and awareness, (6) better training programs and materials through FEMA, and (7) more recruitment and involvement of the private sector and volunteer agencies.
