Now is the time for a national industrial strategy

The case for an Economic Cooperation Council and a National Industrial Development Bank emphasizes the need to revitalize American industry and to provide some of the capital from public funds. The shift to high technology industries will help, but it cannot absorb the labor pool from manufacturing and basic industries. The strategy outlined by Rep. Lundine takes advantage of US resources for manufacturing with a labor-management collaboration based on re-examining policies for capital investment, regulation, research and development, and human-resource development. Lundine draws on the Jamestown, NY experience for illustration. (DCK)
