Residential energy-conservation programs in Minnesota: the Northern States Power experience

Through the Minnesota Energy Conservation Service (MECS), major Minnesota utilities provide home energy audits and related services to eligible customers, making recommendations for how energy can be used more efficiently in the home. The MECS program at Minnesota's largest utility, Northern States Power (NSP) is evaluated. Also examined is NSP's participation in a pilot financing program, the Public Utility Conservation Investment Program (PUCIP), established by the Minnesota Public Utilities Commission in conjunction with the state Energy Division. A qualitative assessment of the evaluation progress, and impacts of these two programs is included.
