Over the past 19 yr, a basic nuclear engineering course has been developed with methods traditionally applied to training programs. The performance-based approach uses elements classified roughly as analysis, design/development, implementation, and evaluation/feedback. Prior to the accident at Three Mile Island unit 2 (TMI-2), performance-based training applications were rare in the nuclear community. An exception was at Sandia Laboratories (SNL). American Telephone Telegraph (AT T) - holder of the SNL contract with what is now the US Department of Energy - and its Bell Laboratories subsidiary had for some time emphasized in-hours technical education and training using performance-based methods to ensure that in-house and contracted instructors focused on course outcomes rather than merely subject matter.
