Methodology for comprehensive water reuse planning
In the face of numerous difficulties with water supply augmentation schemes, this research stresses the importance of using existing supplies more efficiently through recycling. In an extensive review of the literature, it was found that reuse of sewage effluent is common in much of the world. Also, current water treatment technology allows the reclamation of almost any type of waste water. Water reclamation technology has proven itself in many applications: agricultural and landscape irrigation, industrial use, ground water recharge, and recreational impoundments. This research sees that the most immediate demands are socio-economic rather than technical. The challenge is to develop economical, reliable, and acceptable reuse systems in societies where reuse is not traditional and to make reuse more widespread in those societies in which it already occurs. A comprehensive planning methodology is provided for developing and evaluating water reuse options. The methodology has five phases: goal setting, identifying reuse opportunities, developing and evaluating planning alternatives, assessing water reuse linkages, and making decisions and recommendations. The potential for water reclamation and reuse in Saudi Arabia is assessed as a case study and the multiple consequences of water reuse policies by considering the relationships among the pertinent technical, social, economic, and environmental parameters.
