The 31-acre Facet Enterprises site is a manufacturing facility located in the Village of Elmira Heights, Chemung County, New York. Land use in the area is primarily residential and commercial. Since 1979, several site investigations have been conducted by EPA and the state. A 1986 draft remedial investigation revealed that VOCs, PCBs, and PAHs were present in site soil and sediment, and that VOCs. The ROD addresses a final remedy for the onsite contaminated soil, sediment, debris, and ground water. The primary contaminants of concern affecting the soil, sediment, debris, and ground water are VOCs, including TCE, benzene, toluene, xylenes, and PCE; other organics, including PCBs and PAHs; and metals, including arsenic, and lead. The selected remedial action for the site includes excavating contaminated soil and sediment from the disposal areas; disposing of approximately 1,275 cubic yards of TSCA waste with PCBs concentrations greater than 50 ppm offsite in a secure double-lined landfill facility; stabilizing of all RCRA wastes to prevent leaching of metals and disposing of 2,124 cubic yards of waste in a secure offsite RCRA-lined facility.
