Disputed areas influence OCS leasing policy

Extending zones of jurisdiction over offshore areas by coastal nations has become accepted international practice as interest grows in offshore minerals, particularly hydrocarbons. At least 100 nations have already proclaimed exclusive economic zones (EEZs) of 200 nautical miles for resources found in the water column or under the seabed. This jurisdiction is not limited to a breadth of 200 miles. Orderly and rational offshore resource development requires that there be precise definition of the areas in which such development may occur. Uncertainty over ownership or title can be a major deterrent to resource exploration and development. The leasing of offshore areas for hydrocarbon development is discussed.
