The Independent Nail site, occupying 24.6 acres, is located near the town of Beaufort, South Carolina. The Black and Johnson Company, previous owners of the site, manufactured metallic screws and fasteners. As part of the manufacturing process, the company discharged approximately 33,000 gallons per day of plating wastewater into an unlined infiltration lagoon. The discharge rate may have been as high as 75,000 gallons per day. The lagoon was in use from approximately 1969 to 1980. The South Carolina Department of Health and Environmental Control reported that waste water contained some organic cleaning solvents and metals. The primary contaminants of concern include chromium, zinc and cyanide.
