Regulating oil and gas activities in the Flower Garden Banks

Although US federal regulatory agencies agree that the Flower Garden Banks coral reefs in the Gulf of Mexico are a sensitive marine environment vulnerable to damage by oil and gas drilling, they disagree on both the extent of potential harm and the methods of reducing it. Each agency relies on its own body of scientific research; each set of regulations differs from other sets because the studies overlap and the results conflict. A research program designed to give independently verifiable results via interagency coordination could serve as the foundation for a consistent approach to regulating drilling activity.
