Mandatory wheeling: is competition in the nation's best interest

Debate over deregulation of electric utilities focuses on access to and use of the utility's transmission network, with the long-distance system to be opened up for use by competing power generators and possibly end users. A coalition consisting of state and many federal regulators, wholesale and large retail customers, and cogenerators and small power producers in support of mandatory transmission access and use prompted the introduction of legislation (H.R. 5608) during 1984 to amend the Federal Power Act with regard to its wheeling provisions. The authors review the historical debate, the current arguments, and current voluntary practices already in effect. They conclude that the debate is not over utilities' refusals to provide transmission services, but the unwillingness of some groups to accept reasonable limitations on transmission access and use. 4 figures, 2 tables.
