North Korea has begun testing a new 1,000-kilometer-range missile called the No Dong. The missile appears to be nearing production and North Korea appears to be close to selling it to Iran. This article describes Israel's intentions to prevent North Korea from exporting missiles through negotiations. Obstacles to an Israeli-North Korean agreement are discussed and are compared with the Israeli-Chinese agreement concerning missile sales. A review of Israel's attempts to date to negotiate with North Korea over proliferation is included in the article.
