Rural energy planning in developing countries. An overview

The energy needs of the rural sector, although small in terms of commercial fuel consumption, are a large component of total energy use in most developing countries. Important national policy issues arise in the context of adequately meeting these needs, given the large proportion of rural households in such countries, the desire to ensure an improved standard of living despite limited supplies of traditional fuels, and the high priority that must continue to be given to increased agricultural productivity. Of course, both the composition and level of per capita energy use are likely to change if development goals are achieved. Addressing this complex issue, the author provides a methodological and quantitative approach to the analysis of energy choices, looking at technology options, inter-fuel substitution, and the transition from noncommercial to commercial fuels in terms of their implications for overall national energy policy, as well as for the rural sector.
