The draft version of the environmental impact statement (EPA No. 840334D) on a proposal to build a pipelines to transport heated crude oil from the Santa Barbara coast to existing oil transportation networks traces the route for 120 mile to Bakersfield, then 1084 miles into Texas. Total construction costs are estimated at over $150 million. Positive impacts of the project would be the transport of heavy crude oil to existing refineries, a redistribution of the growing West Coast oil surplus, and lower costs for pipeline transport in comparison with using tankers. Negative impacts would be the loss of vegetation along the pipeline route, which includes wilderness and national forest areas. A major spill would damage the terrestrial and aquatic ecosystems. Several laws dealing with endangered species, water pollution, and rivers and harbors require the impact statement.
