Control model for steel industry investment in pollution abatement and control assets

The relationship between investment in pollution abatement and control (PAC) assets and levels of pollutant concentration are analyzed for the steel industry, although the method can also be applied to other materials. The flow of investment into capital projects is described and the PAC investment is seen to have reduced the US national output by one percent in the years between 1967 and 1975. Pollution, inventory, and additions to capital are classified as outputs. Economists disagree on how to account for the costs of additions to capital to control pollution because they see funds for pollution and inventory as current account items. As PAC costs become more significant, however, accounting will become more critical and models such as the one presented will help industry analyze plant performance and will help regulators analyze the cost effectiveness of policy choices. 21 references.
