The communications challenge in siting new nuclear power plants

Historically, technical and financial considerations dominated facility siting. Today, social considerations are as important as technical considerations in siting power plants. Social scientists and other experts in the field of siting agree that public involvement in the decision-making process is vital. The [open quotes]Decide-Announce-Defend[close quotes] strategy of the past must yield to a more interactive and open approach to siting. Public involvement can cover a broad spectrum-from simply keeping the public informed to directly involving the public in the decision-making and negotiating processes. Each organization must decide how much public participation is required.
