This resource tool for neighborhood groups planning to start or expand an energy conservation program offers useful information on organizational techniques and practices as well as energy conservation and production technologies. The opening chapters on community project organizing, public relations, financing, and program marketing detail the procedures for starting and expanding a neighborhood organization. Each explains the techniques and resources available to organize, administer, publicize, finance, and sell the energy program. A chapter on energy technologies contains three major sections. The first section discusses appropriate technology that permits the designing of energy projects to match the skills and resources of a particular organization with the energy conservation and economic development needs of the targeted neighborhoods. The second section contains information on energy conservation measures applicable to residential and commerical buildings, while the last section outlines renewable resource technologies, both active and passive, which may be used effectively in the energy programs. The resource directory provided is a five-part listing of energy-related resources: (1) a reference guide listing publications, periodicals, and audiovisual materials; (2) national energy information sources; (3) national energy organizations; (4) government agencies; and (5) a listing of State energy extension services and State energy offices. The appendix contains detailed case studies of nine neighborhood organizations involved in energy conservation and production programs.
