Solar bank funds important for rental housing conservation

The Federal Solar Energy and Energy Conservation Bank, which is part of the Department of Housing and Urban Development (HUD), is one way to finance energy conservation in rental housing that is not limited to rental units with low income occupants. Examples of the Solar Bank's funding of improvements in Minneapolis illustrate how it serves as a marketing incentive to generate private financing for energy-efficient retrofits. Cooperation between local energy offices and contractors ensures quality control. Despite delays and regulatory problems, the Solar Bank is an example of successful, innovative programming that deserves continued support.
