In an effort to avoid the high rates railroads are charging to transport coal - rates the coal industry blames for inhibited domestic use and weak export orders - the coal industry is once again lobbying for a national slurry-pipeline network. A coal-slurry pipeline enables a mixture of crushed coal and water to be transported at the cost of $2.20 per ton. The powerful railroad lobbyists have so far convinced Congress that federal eminent-domain powers, which would allow pipelines to cross state lines even over the states' objections, would create severely adverse effects on the nation's railroad industry. It will take at least a decade for the American coal industry to reap the benefits of the pipeline if the coal lobby is successful.
